One thing - Soto was a tier 3 - is he a forced call up this year? I cannot remember if that was put into place?

I don't know if it is listed on the rule page, but yes any farm player that makes a tier is a forced call up.  I did a quick search and came up with this:

- Any player who finishes a season in a tier will be a forced call-up for next season. For players drafted in 2012 or earlier, I will put it to a vote as to whether we want to apply this effective for the 2013 season, or if we give everyone a year to make their own decisions and comply.

RFAs must be signed to extensions with the above parameters or dropped. UFAs are unaffected. Any tiered farm player must be called up or released before the auction

^ this was also listed on the bottom of the 2017 tiers page
